EU Integrated Environmental Approximation Strategy for 2007-2023 (UÇES) has been drafted to align the national environmental legislation with the EU’s environmental acquis and to ensure its implementation, monitoring and auditing while realizing Turkey’s sustainable economic and social development.
The Wastewater Treatment Action Plan, drafted by the Republic of Turkey Ministry of Environment and Urbanization, specifies the strategy to be followed and the projects to be implemented in this regard between 2015 and 2023.

  • The existing 604 wastewater treatment plants (WWTP) serve around 55 million people (70%).
  • 37% of the 298 Organized Industrial Zones in Turkey have WWTP.
  • 77% of the total water used in Turkey (except cooling water) undergoes treatment.
  • 55% of the water used by the manufacturing industry (except cooling water) is being treated.
  • 58% of municipal environmental expenditures goes to water and wastewater management.
  • 78% of environment budgets of other public institutions is spend for water and wastewater management.
  • The share of water and wastewater management in the environmental expenditures of Organised Industrial Zones is 86%.

Targets for 2015-2023

  • The percentage of municipal population with sewerage system access will be raised to 95% by 2018, and 100% by 2023.
  • The percentage of municipalities with wastewater treatment plants will be raised to 85% by 2018, and 100% by 2023.
  • A total of 1501 WWTP will be constructed (1418 new, 83 refurbished plants)
  • New water supply networks will be built for around 7 million people.

Investments to be Made Within the Framework of the EU Integrated Environmental Approximation Strategy for Turkey (2015-2023);

  • 10.5 Billion USD in total of WWTP and sewerage system investments.
  • 2.2 Billion USD for 1501 WWTP investments will be provided by national sources
  • 250 Million USD will be provided by EU IPA funds
  • 4 Billion USD for preliminary sewerage investment will be provided by national sources
  • 3 Billion USD for sewerage system renewal will be provided by national sources
  • 1 Billion USD for WWTP operational costs will be provided by Municipalities
  • It is stipulated that the investments planned within the scope of UÇES be financed by both domestic and overseas sources.
